Supporting Municipal Sustainability Efforts

As a membership-based nonprofit organization, Sustainable Westchester partners with municipalities to advance local climate and energy goals. Whether engaging residents and businesses through community campaigns or working directly with municipalities on their public facilities, we help Westchester cities, towns, and villages identify and implement practical solutions that reduce emissions, lower energy costs, and build healthier, more resilient neighborhoods.

Our services include:

  • Engaging residents through community campaigns and residential clean energy programs – including energy efficiency, clean heating and cooling, demand response, solar, community solar.
  • Advising governments on municipal energy projects – including energy management, building envelope upgrades, clean heating and cooling, solar, and electric vehicle charging.
  • Supporting local workforce development for clean energy careers. 
  • Helping municipalities implement NYS Climate Smart Communities (CSC) and Clean Energy Communities (CEC) actions.

Climate Smart Communities (CSC) Support for Municipalities

Advance Your Climate Smart Communities (Re)Certification

Sustainable Westchester is partnering with municipalities to implement eligible Climate Smart Communities actions. New York State’s Climate Smart Communities (CSC) program helps local governments reduce greenhouse gas emissions, improve resiliency, and implement practical climate solutions that benefit residents and businesses. Municipalities can earn points by completing approved actions to reach Bronze or Silver certification. Certification provides valuable benefits, including:

  • Increased competitiveness for state funding opportunities
  • Access to technical assistance and peer networks
  • Statewide recognition for climate leadership
  • A structured framework for addressing local energy and climate priorities

Our goal is to help communities carry out these efforts by leveraging Sustainable Westchester’s existing programs, which can earn points for your Climate Smart Communities certification. (For assistance with CSC application submission and documentation requirements, municipalities can reach out to the Hudson Valley Regional Council.)

Community Campaigns & Green Workforce Development

Sustainable Westchester programs are closely aligned with the following CSC actions:

Community Campaigns (PE8)

Public outreach campaigns that educate residents about clean energy opportunities, such as community solar, electric vehicles, demand response and clean heating and cooling. 

Rooftop Solarize Campaigns (PE8)

Community-based campaigns that educate residents about solar energy and encourage solar adoption.

Energy Reduction Campaigns (PE9)

Educational campaigns that help residents and businesses reduce energy use and lower emissions. Examples include promoting GridRewards and EnergySmart Homes.

Green Jobs Training (PE8)

Programs that support workforce development and prepare residents for careers in the clean energy economy. Examples include promoting Sustainable Westchester’s fully-funded Heat Pump and Home Performance career training programs and local clean energy job and resource fairs.

Municipal Decarbonization

Sustainable Westchester can support municipalities pursuing building and energy projects that reduce emissions and improve efficiency, including:

Government Building Energy Audits (PE3)

Conduct energy audits of municipal buildings to identify opportunities for energy savings and emissions reductions.

HVAC Upgrades (PE3)

Install energy-efficient heating, ventilation, and air conditioning equipment in municipal buildings to improve performance and reduce emissions.

Benchmarking – Municipal Buildings (PE3)

Track and publicly report energy use and greenhouse gas emissions from municipal buildings using ENERGY STAR Portfolio Manager.

Clean Energy Upgrades (PE3)

Implement energy efficiency and renewable energy projects that reduce greenhouse gas emissions across municipal buildings.

Renewable Energy Feasibility Studies (PE4)

Evaluate opportunities for renewable energy technologies, such as solar, battery storage, and geothermal systems, for municipal operations.

Heat Pumps (PE4)

Install heat pump technologies at municipal facilities to provide efficient, low-carbon heating and cooling.

Thermal Energy Networks (PE4)

Develop shared heating and cooling systems that connect multiple buildings to common energy sources.

Benchmarking – Large Private Buildings (PE8)

Adopt policies requiring large commercial and multifamily buildings to track and publicly disclose their energy use and emissions.

Clean Energy Communities (CEC) Support for Municipalities

Sustainable Westchester has helped municipalities across the region complete Clean Energy Communities (CEC) high-impact actions through Community Campaigns and supporting residents’ energy projects. Together, participating communities have earned more than $550,000 and secured more than $355,000 in NYSERDA Clean Energy Communities grant funding.

Note: The Clean Energy Communities program is currently paused as NYSERDA develops the next phase of the program. Sustainable Westchester looks forward to continuing to support municipalities when the program reopens.
